Jeffrey Smith is a former Royal Canadian Navy Chief Engineer and a Fellow of the Canadian Institute of Marine Engineering. A law professor, he researches marine safety and environmental protection, and the effectiveness of global shipping governance. He advises marine classification societies on shipping legislation and the implementation of NATO’s Naval Ship Code. He was adviser to the government of Canada for legal and contract matters in the National Shipbuilding Procurement Strategy (now the National Shipbuilding Strategy). His recent publications include a comparative review of the international civil aviation (ICAO) and maritime (IMO) regimes to regulate are pollution.
